Winter in Shiretoko is a mystical world created by harsh cold and breathtaking natural beauty. Every winter, the majestic Steller’s Sea Eagles and White-tailed Eagles migrate to this region, where they can be observed up close. These enormous eagles, with wingspans exceeding two meters, hunt fish on the drift ice and soar gracefully in the sky, making for a truly unforgettable sight. But before witnessing this awe-inspiring scene, let’s go over how to get to Shiretoko.
1. Major Access Routes to Shiretoko
The most common way to visit Shiretoko is by flying into Memanbetsu Airport in Hokkaido, but we’ll also introduce access routes from Kushiro Airport.
From either of these airports, you’ll need to continue to Shiretoko by car or public transportation. The journey itself, though, is an adventure, offering stunning scenery along the way.
Access from Memanbetsu Airport
Memanbetsu Airport is the gateway to Shiretoko, with direct flights from Tokyo, Haneda. From the airport, it takes about two and a half hours by rental car to reach the Utoro area of the Shiretoko Peninsula. While driving in the snow requires caution, the route has little traffic and offers beautiful views, making for a pleasant and exciting drive.
For those concerned about driving in snow, don’t worry! From late January to early March, there’s a direct bus service from Memanbetsu Airport to Utoro. To learn more, search for “Shiretoko Airport Liner by Shari Bus” for schedules and details.
Access from Kushiro Airport
From Kushiro Airport, it takes about three to four hours to reach Shiretoko. This route passes through scenic spots like Lake Akan and Lake Mashu, offering opportunities to enjoy Hokkaido’s grand natural beauty along the way. For those looking to explore more of eastern Hokkaido, this is a recommended route.
Like the Memanbetsu route, you can travel by rental car or train/bus.
There is Tsurui Village near Kushiro, where you can observe the graceful Red-crowned Cranes.

2. Winter Travel Tips and Recommended Transportation
Shiretoko in winter experiences heavy snowfall, and roads can be icy. If you’re planning to rent a car, extra caution is needed. For those unfamiliar with driving in snowy conditions, it’s best to use public transportation. However, do note that public transport options may be limited, especially from January to late March when buses stop operating. Be sure to plan ahead!
3. Accommodation and Local Transportation in Shiretoko
The Shiretoko area, including Utoro and Rausu, has a wide range of accommodations, from which you can enjoy winter activities like eagle watching. Many hotels offer hot spring baths, perfect for warming up after a cold day of wildlife exploration.
